Austin Energy is seeking proposals from qualified and experienced companies for the development of local energy resources. This solicitation includes renewable energy and carbon-free facilities, battery storage facilities, natural gas generation, and more. The utility seeks to purchase energy capacity up to 400 megawatts and its associated energy to meet the needs of its customers. One megawatt of electricity is enough to serve about 250 residential customers during peak hours in Texas.

As part of this Request for Proposals (RFP), companies may provide offers for solar, wind, energy storage, geothermal, nuclear, hydrogen, fuel cell technology, natural gas, and other electric generation technologies.

“We know for a fact we do not have enough local power generation capacity to meet Austin’s projected growth,” said Stuart Reilly, Austin Energy General Manager. “This RFP is an important early step in executing Austin Energy’s Resource, Generation, and Climate Protection Plan to 2035, obtaining the resources necessary to serve our customers affordably and reliably.”

Eligible projects must be located within the Electric Reliability Council of Texas (ERCOT) service region and specifically within the ERCOT-defined retail load zone for Austin Energy. Successful proposers must agree to the terms of a work site agreement to ensure Austin Energy’s objectives for worker health and safety protections and workforce development opportunities are met.
 

Planned Schedule:

  • RFP Issued: November 25, 2025
  • Deadline for Questions: December 23, 2025, by 5:00 p.m. CST
  • Proposal Submission Deadline: January 23, 2026, by 5:00 p.m. CST

Proposers must submit proposals to EnergySupply@austinenergy.com by the deadline. Proposal format and requirements are outlined in the RFP.

All questions regarding the RFP must be submitted via email to EnergySupply@austinenergy.com before the December 23 deadline. Written responses will be compiled and distributed in a Q&A log to all intended bidders.

Austin Energy will review all proposals and determine a shortlist for further evaluation. Short-listed proposers may be contacted for additional information and documentation. All projects are subject to final approval and spending authorization by the Austin City Council.
