On April 7, 2022, the OPO received a phone complaint.
The complainant alleges: His truck broke down on the way home from work. He fell
asleep in his vehicle, in his own neighborhood, waiting for a tow truck. He was awakened
by an APD officer telling him to step out of his vehicle. He asked the officer if he was
being arrested or detained. As he finished his sentence the officer pulls him from his
vehicle telling him he was being detained. There was no reason for him to be detained. He
was in a vehicle that was clearly broken down, the hood was open with jumper cables on
top of the hood. He does not understand that kind of treatment from an officer.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
