On December 14, 2022, the OPO received a phone complaint.
The complainant alleges: She spoke to an attorney who told her she needed to file an APD
complaint first. She went for an emergency dental appointment located on

store because there was nowhere else to park. She had also picked
up her 15-year-old son from

son said he would come inside if the appointment took too long. She went in for her

procedure, a dental assistant came in and said the police were outside. She went outside
and her son was out of the car. The police told her she was parked in a no-parking zone,
and she could not park there, SO she apologized. A police officer told her they frisked her
minor child. Her son was shaking. Once she finished her appointment and was in the car
with her son, he told her while he was sitting in the car the police drew guns on him and he
thought he was going to die because he was holding his cell phone. One of the cops came
to his window and another cop drew a gun on him. He told her when the police started to
handcuff him he told them he was a 15-year-old kid, and his mom is in the dentist's office.
They removed the handcuffs but did not try to comfort him. Number one, why is a police
officer pulling a gun on anybody in a tow-away zone on private property, and number two,
on a child? Her son did nothing wrong. Her son was completely traumatized and was in
shock the entire night. Her son keeps saying he thought he was going to die because he was
holding his cell phone. Her son has never been in trouble and has never seen a gun in his
life. She is sure APD will be hearing from her attorney, and she is going to call the mayor's
office and every news station that she can because a lot of parents need to know that APD
is pulling guns on children. She called the
store, and they said her
vehicle was a suspicious car because it was a black Tahoe. What is interesting is that her
son is half middle eastern, SO she thinks there was some racial profiling going on. Someone
is going to help deal with this.

determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
