On January 17, 2023, the OPO received an email complaint.
The complainant alleges: Are Austin police still pistol whipping innocent citizens for
being black? I was considering a trip through Austin, but I may reroute my trip due to the
reputation of Austin police. The video I saw of a black man arrested at a

a coke, and then getting assaulted and kidnapped was very disturbing.
Your city and department should be ashamed. I do hope this man wins a 6-7 figure lawsuit
against your department and these tyrant cops. Due to qualified immunity, these cops will
never be held truly responsible. That is a disgrace.
A concerned citizen
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
