On February 15, 2023, the OPO received an email complaint.
The complainant alleges: I have been subjected to a form of police harassment known as
an Organized Stalk, propaganda system designed to be abusive to both a Stalk victim and
the city population generally.
"Emergencies" are staged where I am such that when the general public of Austin see
indications of an emergency in my presence the general public is deceived and I am
ostracized by abusive and non cooperative treatment.
Organized Stalks are police harassment meant as part of COINTELPRO to destroy lives
and both civilly (rental contracts for apartments, state issued IDs, etc.,) and psychologically
by abusive to the Targeted person, the person the police have singled out for clandestine
abuse.
The clandestine abuse takes the form of backroom converstations, smear campaigns,
influence efforts, use of the ability to pull strings or request favors, are plant evidence to
be shown around in such a manner as to make life difficult for the person experiencing
police abuse called Gang Stalk.
I believe this is because my family participated in Atomic Testing and other CIA activities
during and following WWII and the CIA had access to DNA from our family
(
above ground testing) and

The smear campaign is contradicted by who I am but the staged appearances of people
around me acting out roles in particular of being victimized by me will create an image of
me that will play to the fears of the very locations I need most such as housing, home office
and library, gym, and social relationships.
I moved into an inexpensive living town along the Southern US border and iflmatory
conduct and actions of that towns immigrant population created a tension between me and
the blacks and hispanics of a skid row area making me seem a threat to low income housing.
Part of the tension arose from when they created the appearance I was a threat to children
and they sued my trust fund as if I was and they had staged the appearance I was.
In the gym I needed to fight diabetes and have healthy relationships with other healthy
people thy put provocatively overly tight yoga pants females in front of me on machines,
stair cases, and other locations and began smear campaign I had a buttocks fetish and would
position myself in the gym accordingly.
In the library unlike grade-schools children and adults have full run of the library and it
made to look like in libraries I am a threat to minors who are also in the library.
These smear campaigns are not the only abuse I have been subjected to.
As I have continued to use home office and library resources to write my book I have had
break-ins, threats, distractions created, etc.,

When I attempted to look for an apartment to lease or a home to buy while in Austin my
motel doors were found ajar by me and meth paraphernalia was strewn outside in plain
view of what also in plain view a motel room with my belongings in it.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
