Capital Delivery Services' Executive Team
- Mike Rogers, Interim Director
Michael Rogers is a seasoned executive leader with over 33 years of experience driving innovation and operational excellence in public administration, economic development, and public works. His extensive career spans leadership roles in municipalities of various sizes, where he has successfully overseen large-scale budgets, infrastructure projects, and organizational transformations.
Prior to joining the City of Austin, Michael served as Assistant City Manager for the City of Fresno, California, providing strategic leadership across key city departments, including Airports, Transportation, Economic Development, Convention Center, and Emergency Preparedness. In this role, he played a pivotal part in developing Fresno’s $2 billion FY25 budget and spearheaded initiatives that facilitated thousands of jobs through economic development efforts. He also collaborated with federal partners on the expansion of Fresno Yosemite International Airport, enhancing connectivity for millions of passengers annually.
Michael’s career includes serving as City Manager for Tracy, California from 2021 to 2023, Deputy City Manager for the City of Glenn Heights, Texas from 2020 to 2021, Director of Transportation for the City of Dallas from 2017 to 2020 and Director of Transportation for the City of Raleigh, North Carolina from 2016 to 2017. Michael’s tenure and experience in local government reflect his commitment to fostering vibrant communities through effective governance, strategic planning, and stakeholder collaboration. His ability to align municipal operations with strategic outcomes has earned him recognition as a results-oriented leader dedicated to public service excellence.
Michael holds a Bachelor of Science degree in Construction Engineering from Lawrence Technological University and a Master of Science degree in Civil Engineering with a concentration in Transportation Engineering from Michigan State University. Additionally, he completed a Fellowship in the County Leadership Institute at New York University's Graduate School of Public Service, and achieved the prestigious Public Works Leadership Fellow (PWLF) certification.
- Eric Bailey, Deputy Director
Eric Bailey, PE PMP has 20+ years of experience in the engineering field, specializing in public project delivery. Eric has a Bachelor of Science in Civil Engineering from Oregon State University and a Masters in Business Administration from Pepperdine University. Eric began his career managing infrastructure projects for the City of Santa Monica, California, transitioned to working as a consultant for Black & Veatch in Austin, Texas and has been with the City of Austin since 2016 with roles in project management, supervision and executive leadership.
Eric currently serves as the deputy director of Capital Delivery Services, a department formed by the City of Austin to more effectively and efficiently manage the City’s $10 billion capital improvements program including mobility, water, wastewater, watershed, parks, libraries, airport and convention center projects. Eric’s responsibilities include executive leadership over the project management and inspection functions within Capital Delivery Services. The department has 300+ employees including architects, engineers, inspectors and surveyors and is focused on delivering capital projects for the City of Austin.
- Kristi Fenton, Assistant Director
Kristi Fenton, Assistant Director for the City of Austin’s Capital Delivery Services (CDS) department leads the Business Enterprise team. She oversees development of the financial management and information systems, as well as management of capital procurement, internal audit, and performance and improvement initiatives. She is directly responsible for five divisions and more than 50 personnel.
Kristi has 28 years of valuable financial and management experience in various departments including City of Austin Public Works, Austin Water, and the Controller’s Office. Her most recent position was as Interim Deputy Director of Business Enterprise with Public Works, leading Strategic Planning for department and Citywide Strategic Direction Initiatives for 2028. Kristi holds a Master of Accountancy and a Bachelor of Business Administration with a Major in Accounting from Texas State University.
Her expertise provides a wealth of resources which keeps CDS operating smoothly. She is most proud of the employees she has mentored over the years. Her goal has always been to help others, share her experiences, learn from others, and influence positive outcomes.- Stephen Grace, Assistant Director
As Assistant Director in Austin’s Capital Delivery Services department, Steve Grace leads the Delivery Services Support Divisions. These full-time and augmented staff, including engineers, technicians, controllers, and project managers, provide engineering design, quality assurance review, project controls management and utility coordination services. This Team supports over 500 active construction projects representing an investment of $7 billion into the City of Austin.
Joining the City of Austin in 2022, Steve served as the Asset Manager for the Public Works department. Previously, he led projects as an engineering consultant for Jacobs and Raytheon, he held leadership roles in several municipal public works departments and an international airport and has served at locations around the world as an active-duty engineer in the Air Force. Steve holds a Bachelor of Science degree in Systems from the United States Air Force Academy.
- Marcus Hammer, Assistant Director
Marcus Hammer was appointed to the Assistant Director of Capital Delivery Services in May 2024.
Marcus brings more than 23 years of municipal government experience to the City of Austin. He has a dynamic background in municipal leadership which includes operational and capital budgeting, fiscal management, transportation planning, small and large capital project delivery, project inspections, contract management, and intra-departmental engagement.
His prior experience includes serving 17 years in numerous management capacities for the City of San Antonio as the Right of Way Manager, Assistant Capital Programs Manager for the largest capital project in the City of San Antonio’s history, the $325 million Henry B. Gonzalez Convention Center project, Transportation Planning Manager, and various capacities in the Public Works Director’s Office and Budget Office. He also served five years with the City of Gunnison, Colorado in their Public Works Department.
Marcus holds a Master of Public Administration (MPA) and a Bachelor of Science from The University of Texas at San Antonio. Marcus is married to Mary (Christensen) Hammer. They have four children.
- Genest Landry, Assistant Director
Genest Landry has a background in structural engineering with a focus on people-centered transportation design and planning. She holds a Bachelor of Science in Civil Engineering from the University of Louisiana at Lafayette and a Master of Science in Structural Engineering from the University of Texas at Austin. Genest began her career in the private sector, specializing in structural bridge design. Over time, her expertise expanded to include managing large-scale transportation projects, where she led complex initiatives from planning to execution. Genest has developed specialized skills in multimodal street design, crafting integrated transportation solutions that prioritize accessibility and sustainability.
In 2017, Genest joined the City of Austin as a project manager and has since served as a Project Management Supervisor and Division Manager. In her current role as Assistant Director overseeing project delivery, she leads the Architectural, Civil, and Utility Project Management Divisions as well as the Construction Management Division. These groups are instrumental in designing and constructing the infrastructure that keeps Austin thriving
A resident of Austin since 2004, Genest enjoys spending time outdoors, exploring the city’s trails, parks, and playgrounds with her husband, two children and their foster dog(s).
