In November 2012, Austin voters approved Proposition 10 to establish for the first time a Municipal Civil Service system for most City employees that are not covered by state Civil Service law.

Those City of Austin personnel under the state law include uniformed/non-civilian Emergency Medical Services, Fire and Police.

About Municipal Civil Service Commission

The Municipal Civil Service Commission (MCS) recommends the adoption of Municipal Civil Service Rules to City Council, hear appeals and makes final, binding decisions in the case of City employees who are denied a promotion, discharged, demoted, suspended or put on disciplinary probation. MCS Commissioners are appointed by City Council following a review of applications by the Council Audit and Finance Committee. The Audit and Finance Committee, or any council member, may nominate a person for appointment to the commission.

Current City of Austin employees, or any person who is registered or required to register as a lobbyist under Chapter 4-9 of the City Code, are not eligible to serve on the MCS Commission.

To be eligible to serve on the Commission, Commissioners must be a City of Austin resident and a qualified voter of the City.

About Municipal Civil Service Office

The MCS Office is a division of the Human Resources Department. The MCS Office was created to administer the MCS rules, and serves as the liaison between the MCS Commission and the City. 

The MCS Office encourages employees to schedule an appointment to meet with staff or submit documents. To schedule an appointment, please call one of the staff listed below or email MunicipalCivilService.HRD@austintexas.gov. Electronic submission of appeal documents is highly encouraged when possible.
