The Municipal Operations Division provides legal advice and opinions to City Council and City Staff on municipal finance issues such as public finance, bonds, taxes, fees and budget and other municipal services such as parks, animal services, and the library. The attorneys also provide transactional assistance to multiple City departments such as Purchasing, Health and Human Services, Aviation, Convention Center, Economic Development, Controller, Financial Services, Transportation, and Housing.

About Cindy Crosby, Municipal Operations Division Chief.

Cindy Crosby serves as the Municipal Operations Division Chief. Cindy is a proud native El Pasoan and graduate of the University of Texas at El Paso and earned her law degree from Texas Tech School of Law.

After law school, Cindy began her career in the City Attorney’s office in the City of El Paso advising on primarily land use matters.  She then moved to Austin, working for the law firm of Bickerstaff, Heath, Delgado and Acosta, advising cities, counties and school districts on all transactional aspects of daily operations and matters such as charter review and redistricting.  During this time, she defended the Board of Adjustment in El Paso in district court and served as city attorney for the City of Wimberley.  She returned as an in-house attorney with the City of Austin, again advising in a variety of areas to include procurement, MBE/WBE compliance and economic development issues.  She served as division chief for the Open Government/Ethics and Compliance Division and is currently division chief for the Municipal Operations Division.
