Austin Housing was awarded $6.7 million through the U.S. Department of Housing and Urban Development's (HUD) 2024 Pathways to Removing Obstacles (PRO) Housing Grant.

PRO Housing Grant Funding
The spending of $6.7 million in PRO Housing Grant funding is planned over six years and will be invested in 3 primary activities.
- $750,000: Update of the Strategic Housing Blueprint + Opportunity Mapping Index
The Strategic Housing Blueprint needs updates to reflect current challenges and priorities in affordable housing. Updating the Opportunity Index ensures that housing policies align with economic opportunities, transit access, and equitable development.

- $3 million: Investment in Affordable Housing Near Planned Light Rail
Focus on building and preserving affordable housing around planned light rail areas.
Gap financing for the Ryan Drive affordable housing development (located at the intersection of the Red Line and the new Austin Light Rail Priority Extension) and future acquisitions in the South Congress area.
- $1 million: Creation of New Zoning Tools
New zoning tools will unlock "missing-middle" housing and urban mixed-use developments, creating more diverse housing options for all.
- Awarded RFP
Status: Submission period is closed. The application period opened August 11, 2025, and submissions were due at 2 p.m. on September 25, 2025, via email.
The City of Austin Housing Department released a competitive Request for Proposal (RFP) to establish a contract with a qualified research team to design and update the Housing Department’s Opportunity Index Map to guide affordable housing investments and policy decisions in a manner that affirmatively furthers fair housing (AFFH), as a part of the PRO Housing Grant.
Supporting documentation is available through the City’s online financial system, Austin Finance Online. A virtual pre-offer conference will be held for teams interested in submitting a proposal.
