AUSTIN, TX - Each year, the City of Austin receives federal funding through four grants administered by the U.S. Department of Housing & Urban Development (HUD). In Fiscal Year 2025, from October 1, 2024, to September 30, 2025, the City received approximately $14 million in federal grant allocations that funded various programs. These dollars supported affordable housing, community development, economic development, and public services. Cities that receive this HUD funding are required to develop a Consolidated Annual Performance and Evaluation Report (CAPER) annually to assess the performance of federally funded programs.

Residents are invited to review the Draft FY25 CAPER and share feedback online at www.SpeakUpAustin.org/MyCommunityNeeds. Public comment will remain open from November 17 – December 3.   

Additionally, the CAPER will be available in print for review at the following community locations:

Action Plan + CAPER Working Together  

The Consolidated Plan is the City's five-year plan to address the community's most critical housing and community development needs. Each year, an Action Plan is developed to align overall strategies, objectives, and priorities outlined in the FY 2024-29 Consolidated Plan. The Action plan guides the implementation of the funding received through the four HUD grants. The CAPER reports on the achievements of the Action Plan annually. 

During the creation of the Action Plan, we connect with the community to understand what the greatest needs are for funding priorities. Throughout engagement for the FY24-25 Action Plan, we heard feedback in key areas, including: the impact of federal shifts, housing system shortfalls, the need for case management and wraparound services, data and evaluation of services, resource navigation and outreach, equity and access gaps, and strategic opportunities for funding approach. This input not only informs how we spend our federal funds but also guides other funding sources, programs, and policies. In response to community feedback, we now keep the needs assessment survey open year-round www.SpeakUpAustin.org/MyCommunityNeedsSurvey.  The Housing Engagement Hub (www.SpeakUpAustin.org/HousingHub) is another tool created based on community feedback. Launched earlier this year, the Housing Hub serves as a place to connect with Austin Housing resources and initiatives.  

In FY25, the four grants supported Austinites through: 

• Community Development Block Grant (CDBG), administered by the Housing Department, Austin Public Health, and the Economic Development Department, funded childcare services, senior services, mental health services, affordable rental housing development assistance, affordable ownership housing development assistance, home repair programs, and tenants’ rights assistance.   

• HOME Investment Partnership Program, administered by the Housing Department, funded tenant-based rental assistance and down payment assistance, as well as funding for Community Housing Development Organizations (CHDOs).  

• Emergency Solutions Grant (ESG), administered by Austin Public Health, funded rapid rehousing programming for people experiencing homelessness, as well as shelter operation and maintenance funding.  

• Housing Opportunities for Persons with AIDS (HOPWA), administered by Austin Public Health, funded housing and supportive services for low- and moderate-income individuals living with HIV/AIDS.
