The Sex Offender Apprehension and Registration (SOAR) Unit was created in February of 1999 to register and monitor persons residing within the city limits who have been declared as sex offenders (Texas Code of Criminal Procedure Chapter 62) and have a duty to register. Currently, the unit is incorporated into the Special Victims Investigations Bureau. 

The SOAR Unit investigates the following: Failure to Register as a Sex Offender, Registered Sex Offender Information, Failure to Register as a Terrorist, Registered Terrorist Offender Information. The SOAR Unit is also responsible for conducting sex offender compliance checks as resources allow - randomized selection for compliance reduces predictability and compels a need for adhering to registration requirements. The SOAR Unit conducts and documents all investigations and makes referrals to courts and other agencies when necessary. The SOAR Unit partners with the U. S. Marshalls, Texas Attorney General’s Office and Travis County Sex Offender Probation to monitor sex offenders and to apprehend sex offenders who are out of compliance.

The SOAR Unit is comprised of one Lieutenant, one Sergeant, three Detectives, five civilian registration persons, one Administrative Specialist and one Administrative Assistant.
