Council approved Ordinance No. 990826-92 authorizing Tax Increment Reinvestment Zone (TIRZ) No. 15 on August 26, 1999, in accordance with Texas Tax Code Chapter 311. The City’s ground lease with Computer Sciences Corporation required that the City create a single-jurisdiction TIRZ to maintain the plazas, streetscapes and other public areas with the TIRZ boundaries (Blocks 2, 3, and 4). Silicon Labs assumed the ground leases for Blocks 2 and 4 in 2005-06 and 2007-08 respectively. The City funds an annual amount of $100,000 through the TIRZ.
