AUSTIN, TX – The City of Austin Housing Department announces a request for proposals for the development of a Displacement Mitigation Strategy and Implementation Plan for the Colony Park Sustainable Community. The final plan should be informed by a robust community engagement and planning process to ensure that existing Colony Park residents are supported and can stay in their community long-term.

The Colony Park Sustainable Community Initiative was launched in 2012 through a $3 million grant from the U.S. Department of Housing and Urban Development. Over the past decade, the City engaged with the community to shape the vision for the 208 acres of city-owned land in northeast Austin. While the Colony Park Sustainable Community Initiative aims to bring significant benefits to northeast Austin, it’s essential to consider the potential displacement challenges that similar developments have faced. 

The Housing Department is seeking a vendor with a proven record of developing and implementing displacement mitigation strategy plans shown to successfully reduce residential and small business displacement in communities adjacent to new developments. For profit organizations, nonprofit organizations, and/or partnerships are invited to submit applications and present a plan to be implemented in the Colony Park neighborhood to address potential displacement pressures that vulnerable residents may face in the coming years as a result of the development of the area. 

Displacement Mitigation Focus Areas 

The best proposal will provide a scope of work for the development of a Displacement Mitigation Strategy and Implementation Plan for Colony Park that includes strategies under the four focus areas described below: 

• Tenant Stabilization 
• Homeowner Stabilization and Expansion 
• Neighborhood Stabilization 
• Economic Mobility
