Item 2 - July 19, 2006

Direct the City Manager to take appropriate action in League of United Latin American Citizens, et. al, v. Rick Perry, Governor of Texas, et. al., Cause No. 2:03CV-354, in the United States District Court for the Eastern District of Texas -- Marshall Division. (Concerns congressional redistricting) (Related to Item #1)

 

The motion directing the City Manager to submit a rebuttal brief on Thursday, July 20, 2006 for the court's consideration that would urge them to adopt a plan that creates a district firmly anchored in Austin (i.e., at least 2/3rds of the population living in this district would reside in Austin) and corrects the problems cited by the United States Supreme Court (when it rejected the current redistricting plan) was approved on Council Member Leffingwell's motion, Council Member Martinez' second on a 6-0 vote. Mayor Wynn was off the dais but a written statement from the Mayor was read into the record by Mayor Pro Tem Dunkerley. Council Member Leffingwell requested the brief indicate that, of the plans looked at by Council, the plan submitted by Travis County best meets the City's minimum criteria because 75% of the voting population in the County's proposed District 25 lives within Austin's city limits.
