Housing Development Assistance Programs
The Housing Development Assistance (HDA) Programs provide gap financing for income-restricted developments.
HDA programs include the Rental Housing Development Assistance (RHDA) Program and the Ownership Housing Development Assistance (OHDA) Program.

As noted in the FY 2027 NOFA, AHFC staff had published proposed changes to the HDA program’s eligibility, scoring, and guidelines that will apply to FY 2027 Funding Applications. Those changes are finalized, with the exception of updates to the required Tenant Protection Lease Addendum, which is in final draft.

Rental Housing Development Assistance (RHDA) Program
The Rental Housing Development Assistance (RHDA) Program works to expand the community’s supply of affordable rental housing for low-income households and to increase the availability of permanent supportive housing for persons experiencing homelessness. Note: Applicants must also apply for SMART housing fee waivers.

Ownership Housing Development Assistance (OHDA) Program
The Ownership Housing Development Assistance (OHDA) Program provides funding to private and nonprofit developers for the acquisition, rehabilitation, and new construction of affordable ownership housing for low- to moderate-income homebuyers. All applicants must also apply for SMART housing fee waivers. Note: Applicants must also apply for SMART housing fee waivers.

Affordable housing developments that offer affordable units for sale through the OHDA program must sell affordable units at or below the affordable prices established annually by Austin Housing, unless given written permission to use other pricing.
