Transportation Development Assessment
Austin Transportation and Public Works (TPW) offers the development community two different routes to speak with TPW staff and receive feedback before submitting a formal development application. The first route is a free 20-minute meeting scheduled through the PDC appointments website. This meeting is an opportunity to speak with TPW staff about the Land Development Code (LDC) and Transportation Criteria Manual (TCM). However, waivers, Alternative Equivalent Compliance (AEC), or specific design will not be discussed.
The second is through a Development Assessment facilitated by the Transportation Development Services (TDS) Division. A development assessment allows the applicant to meet with engineering and planning staff for a fee (fees listed in the fee schedule). Applicants should submit concept plans for the proposed development, along with questions to be addressed before the assessment. TDS staff will answer posed questions, discuss waivers and Alternative Equivalent Compliance (AEC).
A development assessment may not be appropriate for all questions, and a formal review will be recommended in these circumstances. A second development assessment fee may be incurred.
To request a development assessment, please email TransportationReview@austintexas.gov.

The Transportation Development Services Division is responsible for implementing transportation policies included in the Austin Strategic Mobility Plan. This division is also responsible for reviewing development applications in accordance with land use codes related to transportation and the Transportation Criteria Manual, and for assessing the need for mitigation to support the transportation network in zoning, re-zoning, planned use developments, waivers, site plans, or any other development or redevelopment processes.
Traffic Impact Analysis (TIA)
Transportation development review includes a Transportation Impact Analysis (TIA) for any of the following:
- Proposed developments,
- Transportation review of zoning/rezoning cases,
- Subdivisions,
- Planned Unit Developments (PUDs),
- Site plans,
- Any other type or form of developments or redevelopments based on the Transportation Criteria Manual, transportation engineering, planning, and safety principles.
Transportation Impact Analyses and other transportation review studies identify the impact(s) of proposed developments on nearby transportation infrastructure and recommend improvements and transportation demand management strategies to mitigate impacts through transportation engineering and planning.
Traffic Impact Analysis Triggers
An applicant or applicant’s consultant shall first submit a Transportation Impact Analysis (TIA) Determination Worksheet to the TIA Portal for review. The worksheet contains trip-generation information and details of the proposed development, including, but not limited to, project location, land use, access points, density, site construction phases, and the occupancy timeline.
A TIA Determination Walkthrough has been created to help you through the steps of completing the TIA Determination Worksheet. Please try using the walkthrough before reaching out to us with questions and concerns.
TDS will perform the determination and sign the worksheet. If applicable, TDS will direct the applicant to submit a TIA Scope to the TDS Division’s TIA Portal for review.
An applicant submitting a site plan, zoning, or rezoning application must also submit a TIA if the project is expected to generate more than 2,000 vehicular trips per day. The type of TIA required will depend on the application being submitted and the net new daily trips generated; more information on the available TIAs is provided in Section 10 of the Transportation Criteria Manual.
For a project or development for which a TIA is not required, a mitigation assessment shall be performed to identify transportation needs in the area that the applicant may choose to construct. These improvements may be credited as offsets toward a development’s Street Impact Fee requirement if determined eligible.

The respective TDS project manager or lead development review engineer will coordinate with the applicant regarding possible mitigation options.

Transportation Criteria Manual
The City of Austin recently updated the Transportation Criteria Manual (TCM), one of nine technical criteria manuals cited in Austin's Land Development Code (LDC). The TCM defines the rules, requirements, and technical guidelines for building mobility infrastructure in Austin. The current TCM took effect on June 20, 2022.
Austin’s Street Impact Fee program charges new development for its share of added demand on the roadway network—based on land use, intensity, and service‑area trip lengths—and allows reductions for TDM, internal capture, transit proximity, parking, and affordable housing, while also offering offset credits when developers build eligible Roadway Capacity Plan improvements; fees are finalized and collected at building permit.
The Transportation Project Development Program transitions roadway projects identified in the Austin Strategic Mobility Plan’s Street Impact Fee Roadway Capacity Plan from planning into schematic design—assessing feasibility, engaging the community, and preparing concept-level designs—before handing them off to the Project Delivery team for final design and construction.
The Transportation Criteria Manual (TCM), adopted in 2022, called for many new standard details to achieve the safety and multimodal design approaches it includes. The interim details are published in advance of formal adoption, along with standard details and special specifications related to mobility infrastructure.

Austin Development Services guides homeowners, businesses, and contractors through the permit, plan review, inspection, and code-compliance process—ensuring that all construction in Austin meets safety and regulatory standards from initial application through certificate of occupancy.
ROW Management oversees public roadway spaces—issuing permits, reviewing and inspecting traffic control plans, coordinating utility work, and enforcing mobility and safety standards to ensure that all activity in the right‑of‑way complies with applicable regulations.
