The Austin Central Library features two underground parking levels with 140 public parking spaces. The entrance is on West Avenue.

City Hall Garage
The Austin City Hall parking garage is a public facility used by City Hall and downtown visitors, residents, and employees.
Parking garage configuration
- Vehicles may only enter from Guadalupe Street
- Vehicles may exit onto Lavaca Street or Guadalupe Street
- Exiting vehicles must yield to entering vehicles
- Parking for Austin City Hall employees is reserved on P3.
City Hall parking rates
Fees generated from the garage are used for maintenance and operations of the garage and City Hall. Entry to the parking garage is located on the Guadalupe Street side of City Hall. Parking for people with business in City Hall is complimentary with validation. Validation will also be provided to City employees conducting business at City Hall and to those participating in public-facing events held at City Hall under the Texas Open Meetings Act, such as Board and Commission meetings.

One Texas Center Garage
Visitors Conducting Business
Members of the public conducting business at One Texas Center (OTC) are provided with limited free parking in the surface lot or parking garage:
- Without validation: 0-45 minutes
- With validation (take ticket to OTC staff to request validation): up to two hours
Note: Public parking is not permitted in spaces marked "Reserved."

Visitors can access the garage from Wilhelmina Delco Drive, Middle Fiskville Road, or East Highland Mall Boulevard.

Validation
Validation will be provided to City employees doing business at the PDC, members of the news media, and those participating in active Board and Commission meetings conducted in accordance with the Texas Open Meetings Act and posted on the Austin City Clerk's website.
Validation will not be provided for members of the public conducting business at the facility. While single-occupant vehicle usage is convenient, the City encourages business visitors to explore sustainable options to reach the PDC. CapMetro Rail and several CapMetro Bus routes stop within a half-mile of the Center. On-site bicycle storage facilities are also available. These options align with the city's Austin Strategic Mobility Plan goal to reduce the share of single-occupant vehicle trips to less than 50% by 2039.
Seaholm Garage
Pay to Park
The Seaholm Garage features 505 parking spaces. The entrance is on Walter Seaholm Drive. The parking garage is open 24/7. Parking validation is accepted Monday – Friday, 9 a.m. – 6 p.m., and Saturday, 10 a.m. – 6 p.m.

What is ZipBy?
ZipBy is a contactless option that lets you enter and exit parking facilities using your phone. With the ZipBy app, visitors can open parking gates using the "Open Gates & Doors" button for a smooth, easy parking experience.
How to use ZipBy
Download the ZipBy app and create your account beforehand. When you drive up to the gate, simply open the app and tap "Open Gates & Doors."
The gate will open, and your parking session will begin automatically. When you're ready to leave, tap the same button to exit. Your receipt will be sent automatically to your email.
ZipBy provides a simple, secure alternative for drivers who prefer using their mobile devices.
Prepaid Parking
To pay ahead for parking for events or scheduled visits, bookings must be made on the City of Austin - Pre-Booking Site. Once your reservation is confirmed, you’ll receive an access QR code by email. When you arrive, scan the provided QR code at the gate’s reader and it will open automatically. Parking is on a first-come, first-served basis.
