Shared Mobility Regulations

Per Austin City Code 14-9, shared mobility providers must hold a license to operate in Austin and comply with regulations for continued service. Austin Transportation filed the following final administrative rules for shared small vehicle mobility systems with the City Clerk on Aug. 8, 2025.

License Application Process

  • Each license term is six months, and terms for shared mobility begin on June 1 and December 1 every year.
  • The application deadline is the first Friday in May for the June 1 license period and the first Friday in November for the December 1 license period.
  • Applicants must submit all necessary license application documents at least six weeks before the license start date.
    1. Fill out the Online License Application and provide the required items listed.
    2. Sign the License Terms and Conditions (PDF)
    3. Obtain a Performance (Surety) Bond (PDF) and provide the original with wet signatures as well as a scanned copy.

For initial licenses, a provider may have a maximum fleet size of 500 devices and may operate in the downtown area. Upon license renewal, a provider may request an expanded fleet size and operating area.
