A veteran of Austin city policy and politics, Amy is proud to serve as CM Ellis’ chief of staff, where she leads a variety of issue areas and all communications. Raised by a political reporter and a labor-and-delivery nurse, public service is in her blood. Amy’s 20+ year career began at the Connecticut State Capitol and led her to crisscross the country for various Democratic candidates, the Sierra Club and ACLU. She ultimately landed permanently in Austin, where she has served as a senior advisor to Austin Mayors Steve Adler and Lee Leffingwell. Amy graduated from Leadership Austin in 2020, was named “Unsung Behind the Scenester” by the Austin Chronicle in 2010, and an Austin Under 40 finalist in 2012. Passionate about equity, Amy’s education has focused on women’s studies, political science, and diversity, equity and inclusion. She and her family live in Taylor, where her husband Ian Davis runs the Texas Beer Company.

Julie Montgomery serves as Policy Director to Council Member Paige Ellis. An Austin native and UT Austin alum, Julie has over a decade of experience working in state, regional, and local policy and planning, with expertise in mobility, housing, land use, and environmental issues. On the weekends, Julie frequently can be seen at one of Austin’s many beautiful outdoor destinations with her husband, Andrei, chasing after their five-year-old son, Kepler, and three-year-old daughter, Evie.

Guillermo ("Willie") Balderrama

Willie Balderrama hails from "Out in the old West Texas town of El Paso.." where he was born and raised. A UTEP alum, his studies focused on History, Chicano Studies, and Public Administration. He has prior experience working with Mayor and Council in El Paso, and more recently worked with the Travis County District Clerk’s Office. His weekends usually call for watching sports, trying local restaurants with his girlfriend Angela, and catching punk rock shows (on YouTube for now). His two pups, Canela and Lucian, are his pride and joy.

Ed Scruggs

Ed Scruggs adds his years of experience as a community organizer, issue advocate and neighborhood leader to the District 8 Team. With a background in journalism and research, he devotes much of his time promoting civic engagement and coordinating a variety of policy initiatives in areas like gun violence prevention and healthcare reform. After college at The University of Oklahoma, he re-settled to Texas and has enjoyed the past 20-years raising a family in Southwest Austin. In 2008 he organized Circle C Area Democrats – an organization that would become the largest neighborhood political club in the State of Texas. His community volunteerism includes a stint as a director and president of the Circle C Homeowners Association and a five year appointment to the Austin Public Safety Commission.
