The strategic roadmap will help address climate risks, affordability pressures, and infrastructure challenges

The City of Austin has released the Resilient Austin Playbook, a strategic roadmap to help the community prepare for, respond to, and recover from the challenges facing one of the nation’s fastest-growing cities.

Austin’s growth and global recognition have brought opportunity and vitality — but also rising affordability pressures, infrastructure strain, and increasing climate threats. More frequent extreme heat, flooding, drought, wildfires, and winter storms are placing added stress on public systems and community members.

The Resilient Austin Playbook builds on prior City resilience efforts, including the community-led One Austin Framework, to align City departments and partners around shared goals. It was created with the help of Resilient Cities Catalyst, a global nonprofit organization focused on helping cities address resilience challenges and prepare for the future. The Playbook prioritizes coordinated action across the city to strengthen infrastructure, advance climate adaptation, and expand economic aspiration through a framework of pillars, strategies, and actions.

“Austin’s success depends on how we confront today’s challenges while preparing for tomorrow’s uncertainties,” said Zach Baumer, Director of Austin Climate Action and Resilience. “The Resilient Austin Playbook focuses on taking a proactive and collaborative approach to protecting our community and strengthening opportunities for all.”

Austin Climate Action and Resilience will lead the Playbook’s implementation by establishing clear monitoring and reporting on its actions, including annual progress updates that document status, milestones, barriers, and next steps. By anchoring future resilience efforts under a unified strategy, the City of Austin is positioning itself to navigate uncertainty while ensuring all Austinites have the opportunity to thrive — today and for generations to come.
