About East Sixth PID
At the request of property owners, the East Sixth Public Improvement District (East Sixth PID) was created in 2004 and reauthorized by City Council in 2009, 2014, 2019, and 2024, as permitted by Chapter 372 of Texas Local Government Code. Since its inception, the City has contracted with the Pecan Street Owners Association doing business as 6ixth Street Austin to manage the PID. On August 29, 2024, City Council authorized staff to execute a management agreement with Pecan Street Owners Association to manage the PID from 2024-29 with estimated funding of $416,267. As required by state law, City Council must act each year on East Sixth PID’s assessment rate, property roll and Pecan Street Owners’ Association Service and Assessment Plan. East Sixth PID authorization, 2024-29
Following requirements in Chapter 372 of Texas Local Government Code, authorization began with a petition from 58 property owners whose parcels had a taxable value of 52% of the total taxable value of the East Sixth PID. The City Clerk certified the petitions met state law. Council conducted a public hearing on September 12, 2024 and approved Resolution No. 20240912-074 re-authorizing the East Sixth PID from 2024-2029 and designating 6ixth Street Austin as its advisory body. Notice of the public hearing was published in the Austin American Statesman and mailed to all PID property owners 15 days prior to the hearing, as required by State law.
Assessment rate and property roll
East Sixth PID costs are based on an assessment rate of $0.10 per $100 on the value of the real property improvements below $500,000 as determined by the Travis County Appraisal District. Property used as hospitals, schools, religious organizations, charitable nonprofits, public facilities, or homesteads are exempt from assessment. The City of Austin contributes $35,000 annually as a payment in lieu of assessment for City-owned downtown properties within the PID boundaries; therefore, the apportionment of costs falls primarily to property owners’ assessments. The PID will not incur bond indebtedness.
Fiscal year 2025-26 (April 1, 2025 - March 30, 2026)
The governing ordinance with property roll is Ordinance No. 20240718-110. The 2025 East Sixth PID Service and Assessment Plan and Budget (6ixth Street Austin’s annual budget) totals $81,856, including $8,548 of City and Travis County administrative expenses, and was adopted by City Council in Ordinance No. 20240718-122. The City Council included the East Sixth PID budget in the City’s approved budget on August 14, 2024.
Proposed fiscal year 2026-27 (April 1, 2026 - March 30, 2027)
On June 5, 2025, City staff will request City Council:
- Approve an ordinance setting the assessment rate and proposed 2026 property roll for the East Sixth PID;
On July 24, 2025, City staff will request City Council:
- Conduct a public hearing and approve an ordinance setting the assessment rate and adopting the 2026 East Sixth PID assessment roll.
- Approve an ordinance adopting the 6ixth Street Austin’s Service and Assessment Plan and Budget for 2026.
- August 13-15, 2025, City Council will consider the proposed FY2026 City budget, including funding for the East Sixth PID.
