A new City facility

Austin Resource Recovery and Austin Fleet Mobility Services are building a new service center to meet the needs of our growing city and advance Austin’s zero waste goal. This facility will support City operations by enhancing Austin Resource Recovery's ability to provide services and by relieving overcrowding at Austin Fleet Mobility Services repair facilities. It will also include new community amenities. This project is in the construction phase. City Council District 1.

Project description  

The Northeast Service Center (NESC) will be located at 8301 Johnny Morris Road. It will house ARR and AFMS under a modern, efficient campus designed to serve a growing city. The project includes:

  • Operations and administrative buildings to support ARR vehicles and City fleet units.
  • A community room available for neighborhood associations, civic groups and non-profits.
  • Landscaped plazas and flexible-use outdoor gathering area.
  • Public art installations through Art in Public Places.
  • Improved traffic flow and pedestrian safety, including turn lanes and a beacon crosswalk.

Buildings are designed to meet WELL Silver and Austin Energy Green Building Three-Star certifications, with rainwater collection, reclaimed water connections, expanded solar capacity and low-VOC materials.

This is the City of Austin’s first project developed through a public-private partnership using the Austin Public Facilities Corporation.

Project updates

Construction of the Northeast Service Center began in September 2025, following the groundbreaking event, where City leaders and contracting partners marked the official start of this project. Since the groundbreaking, crews have moved into early-site construction focused on preparing the land for future building foundations and stormwater systems.

Starting mid-January 2026, a brief, approximately two-month period of limited overnight work will occur due to concrete pours. During this time, intermittent nighttime noise is possible when work is occurring closest to the neighborhood. After this work is complete, construction will return to standard hours of 7 a.m. to 7 p.m. All work will follow City regulations and approved construction requirements.

      Community impact

      The City is committed to minimizing neighborhood disruption during construction:

      • Noise and lighting: All work will comply with City ordinances.
      • Traffic flow: Construction vehicles will primarily enter from the north; turn lanes and traffic control measures will reduce neighborhood impact.
      • Operations: Once open, the facility will service collection trucks, street sweepers and single passenger fleet vehicles. These will operate mostly Monday through Friday, 5 a.m. to 7 p.m.

      Community artwork survey

      Artists Stuart Allen and Cade Bradshaw will produce a large public artwork for the new Northeast Service Center parking garage through the City of Austin's Art in Public Places program. Stuart and Cade's work is site-specific and responsive to the environment. Their work draws attention to natural phenomena, including the landscape, water, light, color and shifting weather patterns. View a selection of their existing projects.

      Funding and resources

      City Council authorized funding in December 2024, and the project budget is $253.5 million. Funding sources: Austin Resource Recovery (monthly rates) and Austin Fleet Mobility Services (General Fund).
