How to register or renew
To legally operate in Austin, all Credit Access Businesses (CABs) and Credit Services Organizations (CSOs) must have a Certificate of Registration and renew it each year. Whether you’re registering for the first time or renewing your certificate, you will follow the same steps:

Fill out all required fields.
Submit by mail
Mail your completed form and the $100 registration fee to:

Understand compliance requirements
To comply with the City’s rules, CABs and CSOs must:
- Display Registration
Place the Certificate of Registration in a visible location in your business.
- Notify the City of Changes
Report any major business changes to the Financial Services Department at least 10 days in advance.
- Keep Loan Records
Maintain records of all loans for at least three years.
- Submit Quarterly Reports
Send reports to the Texas Office of Consumer Credit Commissioner (OCCC).
Email copies to the City at FSDAudit@austintexas.gov within five business days of submission to the OCCC.
- Provide Consumer Documents
Give customers a copy of any contract they are required to sign.
- Follow Loan Restrictions
Ensure all loans meet the terms outlined in the City ordinance.
- Display Borrower’s Rights Poster
Show the poster in a visible area of your business.

- What are Credit Access Businesses (CAB)?
A Credit Access Business (CAB) is a company that helps consumers obtain payday loans or auto title loans. These businesses do not lend money directly but act as intermediaries between consumers and third-party lenders.
- What are Credit Services Organizations (CSO)?
A Credit Services Organization (CSO) provides services related to consumer credit. This may include arranging loans or assisting consumers in obtaining loans from third-party lenders, often with high interest rates.
- Who Needs a CAB and CSO Certificate of Registration?
Any payday or auto title lender operating in Austin must register as a CAB or CSO and comply with the City’s regulations. This includes businesses that:
- Arrange payday loans or auto title loans.
- Assist consumers in obtaining credit from third-party lenders.
