Important Update: DBE/ACDBE Reevaluation Process (TxDOT/TUCP)
Austin Small and Minority Business Resources (Austin SMBR) is sharing an important update from the Texas Department of Transportation (TxDOT) regarding the Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs.
TxDOT has announced that the Texas Unified Certification Program (TUCP) will open a statewide reevaluation period for DBE and ACDBE-certified firms. The submission window is scheduled for March 30 through April 30.
What this means for your firm
All Texas-based DBE and ACDBE firms that wish to remain certified must complete a reevaluation under updated federal criteria. This process will determine continued eligibility in the program.
Required documentation
Firms will be required to submit the following materials to their certifying agency:
- Personal Narrative (Form CIV-PN) with supporting documentation
- Personal Net Worth Statement
- Most recent personal federal tax return (including all schedules and W-2s)
- Current personal bank statement
Additional information from TxDOT
- Informational webinars will be offered, with details shared directly by TxDOT. Materials and recordings will also be available on TxDOT’s IFR webpage.
- During the reevaluation period, all DBE/ACDBE firms will be temporarily removed from the TUCP directory. Firms that meet updated eligibility requirements will be reinstated.
- Firms that choose not to participate may voluntarily withdraw through the TUCP portal.
- Interstate certifications and new certification applications are temporarily paused and will resume after the statewide reevaluation process is complete.
- Processing of Declarations of Eligibility (DOE) is also on hold during this time; however, certification dates will remain unchanged.
