If you're doing any work in the public-owned portion of land (the right-of-way or ROW) or if your work requires using any part of the ROW, then you need a ROW permit.
The AULCC is a group of utility stakeholders. This group meets regularly in order to identify right-of-way utility conflicts before construction begins.
DAPCZ Meetings
The DAPCZ meeting is a monthly virtual meeting facilitated by Right-of-Way Management and attended by City staff, utilities, and private project teams. These meetings allow neighboring projects to review the current DAPCZ project list, coordinate construction schedules, share work zones, explore joint‑trenching opportunities, and maintain regular communication with other project managers and area stakeholders.
Who needs to attend the DAPCZ meeting, and what projects must be added to the DAPCZ project list?
A knowledgeable project representative must attend each monthly meeting for as long as their project remains on the DAPCZ project list.
Projects must be added to the list if they are located within the DAPCZ boundary and meet any of the following criteria:
- Excavation of 25 linear feet or more
- Overhead or above‑ground work lasting 31 days or longer
- Any work associated with a long‑term project
When are DAPCZ meetings held?
DAPCZ meetings take place on the third Tuesday of each month and are held virtually via Microsoft Teams. Once a project is added to the DAPCZ project list, project contacts are added to the DAPCZ listserv and will receive the meeting invitation and Teams instructions.

Email project details to DAPCZ Coordinators at ROWProjectCoordination@austintexas.gov. We ask that a new project be added to the project list at least 3 months prior to the start of construction. The email subject line should read "New DAPCZ Project".

Email project updates to DAPCZ Coordinators at ROWProjectCoordination@austintexas.gov. Provide the information listed below no later than noon on the Friday before the next DAPCZ meeting. The email subject line should read "DAPCZ Project Update."
