The Project Delivery Division (PDD) works to ensure a centralized and predictable role in project delivery and construction management for local mobility, safety, intersection infrastructure, and regional projects.
The Project Delivery Division coordinates with City departments and regional partners to design and construct collaborative transportation solutions throughout Austin.

- Project Implementation
-
PDD is responsible for implementing safety and mobility improvement projects on behalf of several Austin Transportation Department (ATD) local mobility programs such as Bikeways, Vision Zero and Transit Enhancement. The division manages the design and construction of projects by developing contracts with and monitoring subconsultants/contractors, reporting on project financing and engaging with the community on construction impacts.
The division leads contract development for the Austin Mobility Bonds passed in 2016, 2018 and 2020. PDD also ensures projects meet all city requirements while providing the most value for city tax dollars by monitoring subconsultants/subcontractors in:
- professional services
- construction
- materials testing
- field engineering
- geotechnical services
In addition, PDD provides multi-modal planning and review of transportation infrastructure, drainage, grading, signage, striping and provides design and constructability reviews for the city’s mobility projects.
Project Delivery works closely with other City and ATD divisions/programs to develop, design, and fund city mobility projects. Notable ATD partners include:
- Active Transportation and Street Design
- Transportation Engineering
- Vision Zero
- Speed Management
- Transit Enhancement Program
- Public Works Department
When mobility and safety improvement opportunities present partnerships with other agencies such as the Texas Department of Transportation (TxDOT), the division leads the development of inter-agency agreements such as:
- Interlocal Agreements (ILAs)
- Advance Funding Agreements (AFAs)
- Local On System Agreements (LOSAs)
The division also supports grant applications for city transportation and mobility improvements.
- Project Oversight
-
The Project Delivery Division serves as the project sponsor for large capital projects including:
- 2016, 2018, 2020 Austin Mobility Bond projects
- Large federal and state roadway grant projects
- Regional and substandard street projects
- Other special projects assigned by the Austin Transportation Director
Projects have a mandated timeline for completion and require PDDs strategic coordination with design teams and partner agencies such as TxDOT, the Capital Area Metropolitan Planning Organization (CAMPO), and CapMetro for design, construction, railroad grade crossings and other project requirements.
- Community Engagement
-
The Project Delivery Division coordinates with the ATD Public Information Office to ensure that the community is properly notified and informed about nearby project design and construction. This can include:
- Project factsheets
- Direct mailings
- Soliciting public comments, surveys
- ATD social media posts
- ATD Newsletter articles
- Construction notices
- Lane closure notifications
- Community business block walks
PDD evaluates each project and tailors a strategic engagement plan best suited for community, project and city needs.
