Austin Police (APD) continues to investigate the officer-involved shooting that occurred on Sunday, October 12, 2025, at approximately 12:38 a.m., in the 9200 block of Parkfield Drive.

APD understands the importance of building trust within our community and will continue working diligently to develop a strong and trusting relationship. As per our policy, we share information about a critical incident in a timely manner. APD is working with Austin Police Oversight (APO) and the City of Austin to release this information today. The news release includes links to the relevant audio and video from the ongoing investigation. The Travis-County District Attorney's Office and APO have reviewed the audio and video materials identified for public release. The details provided today are preliminary, as we are very early in the investigation.

The officer who discharged his Department-issued firearm has the following years of service with the Department:

  • Officer James McKinney – 1 year, 5 months

Per APD protocol, the officer has been placed on administrative leave.

APD will conduct two concurrent investigations into this incident: a criminal investigation conducted by the APD Special Investigations Unit in conjunction with the Travis County District Attorney's Office and an administrative investigation conducted by the APD Internal Affairs Unit, with oversight from Austin Police Oversight.

Transparency and accountability are key elements needed to serve and build relationships within the Austin community. Below is the chain of events related to this critical incident that will help you understand what took place. The details provided are preliminary, as we are very early in the investigation.

On Sunday, October 12, 2025, at approximately 12:38 a.m., Officer James McKinney witnessed a suspect shooting a gun out of the passenger side of a moving vehicle near Northgate Boulevard and Rundberg Lane. Officer McKinney immediately communicated the shooting to police dispatch as he followed the suspect vehicle. Additional APD officers responded to the scene to check for any possible victims, but did not locate any injured individuals. However, ballistic evidence was found at the scene.

After contacting dispatch, Officer McKinney continued to follow the vehicle to the 9200 block of Parkfield Drive. As the vehicle slowed to a stop at the stop sign, Officer McKinney activated his patrol vehicle spotlight and exited his vehicle. Officer McKinney called out to the suspect vehicle and identified himself as Austin Police. As the vehicle began to turn westbound onto Quail Park Drive, Officer McKinney gave commands for the vehicle to stop. His patrol vehicle overhead lights and siren were not active at this time. As the suspect vehicle continued down Quail Park Drive, Officer McKinney fired two shots at the vehicle.

After Officer McKinney fired the shots, he lost sight of the vehicle and engaged in a search for it. The vehicle was found a short time later parked in the 1200 block of Quailfield Circle, with a suspect inside of the front passenger seat who had sustained a gunshot wound to the neck. After ensuring the scene was secure, APD officers began life-saving measures on the passenger. The suspect, a 16-year old juvenile male, was transported to a local hospital, where he is currently being treated for injuries. Charges are currently pending.

A total of four suspects fled on foot from the vehicle and three were later located in connection with the incident. Their charges are as follows:

Jose Aguirre-Guevara, Hispanic male, 23 years of age
Evading Motor Vehicle (3rd Degree Felony)

Doriah Joseph Almendares Santos, Hispanic male, 17 years of age
Evading on Foot (Class A Misdemeanor)

Additionally, a 14-year-old male was charged with Evading on Foot, a Class A Misdemeanor. At this time, there is one additional suspect outstanding.

This incident was captured on Officer McKinney’s body-worn camera and in-car dash camera. These camera videos do not always capture everything the officer or witnesses saw or experienced during the incident; however, the footage helps us understand what occurred.

In compliance with state law that prohibits the release of certain information and to maintain the integrity of the investigation, the materials have been redacted.

The materials include comprehensive footage of the officer’s actions and contain graphic content and language. Viewer discretion is advised.

MATERIALS BEING RELEASED:

  • Police Radio Traffic Audio
  • Body-Worn Camera Video – Officer McKinney
  • Dash Camera Video – Officer McKinney
