Our Approach to Selecting Executive Search Partners

The City of Austin partners with third-party contractors under a Master Services Agreement (MSA) to support executive recruitment. These contractors are selected through a competitive process based on their track record of success, quality, ethics, expertise, accountability, and their ability to collaborate effectively with City staff. Each agreement lasts for a set period of time, after which a new selection process occurs. This approach ensures fairness, transparency, and a strong focus on finding leaders who not only serve the best interests of our community but also help ensure that Austin continues to thrive and grow in ways that reflect our shared values.

Leadership Philosophy

At the City of Austin, we believe leadership is built on trust, service, and a commitment to meaningful impact. Our executive leaders are expected to uphold the City’s core values while driving inclusive progress and fostering a culture of collaboration.

Leadership with Purpose
  • Our leaders are stewards of public trust—guided by integrity, accountability, and service to the community.
  • We believe leadership is not about title—it's about impact, collaboration, and a vision for inclusive progress.
  • Executive leaders are expected to model our City’s core values: empathy, ethics, excellence, equity, and engagement.  Developing Leaders at Every Level
A Culture of Growth
  • From day one, executives are connected with key peer networks, mentors, and onboarding support to ensure success.
  • We offer strategic leadership training and development.
  • Leaders are invited to participate in interdepartmental teams, civic initiatives, and equity-focused projects to broaden their impact.
  • Talent development includes executive coaching, succession planning, and continuous learning aligned with the City’s goals.
  • Decision-making at the executive level is grounded in transparency, evidence-based policy, and community voice.
Grow with Us
  • We believe in developing our talent. Many of our executive leaders began their journey in other city roles.
  • Executives are encouraged to take on stretch assignments, special projects, and cross-departmental initiatives.
  • Mobility is more than a ladder—it’s a network. We support lateral growth, reassignments, and innovation through collaboration.
Leading for All of Austin
  • We strive to ensure our leadership reflects the diversity of the community we serve.
  • Inclusive leadership is embedded in how we recruit, promote, and support executives.
  • Equity is not just a lens—it’s a responsibility. Our leaders actively engage in equity training, community dialogue, and data-driven decision-making.
Leaders in the Community
  • Our executives serve not only in the workplace but in the community—on task forces, regional partnerships, and civic groups.
  • Leaders are encouraged to represent the City in professional associations and national forums.
  • Austin’s leadership culture is one of visibility, integrity, and service.
