Indefinite Suspension of Officer Phillip Sparkman

Chief of Police Lisa Davis determined that Officer Phillip Sparkman violated Austin Police Department (APD) policy and suspended him indefinitely, effective May 19, 2026. In June 2024, Sparkman was charged with driving while intoxicated. Although the charges were later dismissed, a blood test showed the presence of marijuana. Sparkman denied using any drugs, but the internal investigation determined that the test results indicated he was under the influence during the incident. Chief Davis also notes Officer Sparkman’s two prior indefinite suspensions, both with appeals pending.
