Indefinite Supension of Officer Joshua Lugo
Chief of Police Lisa Davis determined that Officer Joshua Lugo violated APD policy and suspended him indefinitely, effective March 26th, 2025. An Internal Affairs investigation found that he intentionally caused injury and was the primary aggressor in an assault and/or family violence incident. The investigation reviewed indisputable audio recordings and events corroborated by Officer Lugo and concluded that he gave inconsistent and dishonest accounts. The memo details additional incidents that would have been grounds for indefinite suspension.
