Meeting Highlights (March 5, 2026)

Quarterly Complaints Data Update

In alignment with Resolution 99 (adopted September 2023), APO presents quarterly data on complaints, investigations, and recommendations at each Working Group meeting.

At the March 5 meeting, the Complaints Division provided updates on complaint trends, explained the process for handling anonymous vs. non-anonymous complaints, and shared highlights from the October – December 2025 reporting period.

New Data Reports for 2026

Austin Police Oversight will now be reporting out metrics in relation to APD Body-Worn Camera Review Audits. 

As required by City Policy, Austin Police Oversight regularly conducts random reviews of APD officer body-worn cameras for incidents or possible policy violations.

Recorded incidents are randomly generated by an algorithm programmed in the Axon Evidence Performance Application, APD’s software for managing body camera footage. 

APO staff reviews these recordings to assess an officer's actions and conduct while interacting with community members. 

If officer misconduct or a policy violation is observed, APO notifies IAD of the observation for further review and investigation.

Review of Quarterly One-Sheeter Data

Austin Police Oversight provided a detailed overview of the Quarterly One-Sheeters created to accompany the quarterly updates on complaint, investigation, and recommendation data.

Austin Police Oversight explained the five categories in which APO processes each complaint. It was also stated that Complainants have the opportunity to select how they would like to proceed with their complaint, which includes: 

 

  1. Community Concerns – In which feedback received is forwarded to the officer’s chain of command as general feedback for the department.

  1. Supervisor Referrals – In which the Complainant requests to speak with the supervisor of the officer they interacted with. 

  1. Formal Complaints – In which the complaint is forwarded to APD Internal Affairs for a full investigation and submitted with an affidavit 

The fourth and fifth categories include: 

 

  1. Contact Not APD - which references those complaints that are identified to not be against a sworn APD officer. 

  1. Notice of Complaint - which is a subcategory of formal complaints that are forwarded to APD Internal Affairs for full investigation, but submitted without a sworn affidavit.  

 

In addition to the categories in which complaints are forwarded to APD, APO also categorizes the complaints into buckets that describe the nature of the allegations.

 

Austin Police oversight then shared a comparative analysis of the total number of complaints as categorized by nature from 2024 to 2025

 

In both 2024 and 2025, the most reported interactions were the categories of No Assistance and Discourteous Conduct. 

 

 

Community Safety Listening Session

In response to ongoing community feedback, APO has added a Community Safety Listening Session to the Work Group agenda. This session provides community members a dedicated space to share priorities, ask questions, and offer input on public safety topics.

The topic of discussion for the March 5 Meeting was: “What data or information would help you feel more informed about police conduct, oversight efforts, and public safety in Austin?”

Community members shared questions and suggestions about the types of information they would like to see included in public oversight data.
