OPO Recommendation for Complaint 2024-1269, Officer John Carrasco

In response to an investigation into Officer John Carrasco’s conduct following his arrest for public intoxication in Fredericksburg, the Office of Police Oversight found that he violated several APD policies, including responsibility to comply, acts bringing discredit upon the department, and misuse of his badge. He did not fully accept responsibility, but there was no clear evidence of intentional dishonesty. OPO recommends a five-day suspension without eligibility for educational-based discipline and suggests the dishonesty allegation be considered unfounded.
