Emergency Plans and Publications
Austin Emergency Management (AEM) prepares detailed plans for the emergency situations likely to impact Central Texas. AEM also publishes after action reports following major incidents to document the actions the City took to prepare, respond, and recover from the incident and how to improve City operations going forward.
We welcome all Austinites to review these plans to learn more about how the City of Austin prepares for emergencies and to share feedback that can help strengthen future planning efforts.

Emergency Operations Plan
The 2026 Emergency Operations Basic Plan is the foundational plan used in response to all threats and hazards.
Hazard Mitigation Planning
The Hazard Mitigation Action Plan (HMAP) is updated every five years to identify and assess the potential impacts of natural and human-caused hazards that threaten Austin. Hazards are identified through a review of historical records, national data sources, existing plans and reports, and collaboration with local, regional, and national experts. The purpose of the Plan is to minimize or eliminate the long-term risk to human life and property from known hazards that impact the area, such as severe weather, floods, or wildfires, through effective mitigation.
The Austin/Travis County Community Wildfire Protection Plan (CWPP) works to develop a regional strategy, aligned with national best practices, to increase wildfire preparedness. This non-regulatory document accomplishes this by restoring and maintaining landscapes, creating and supporting FACs, and implementing a risk-based management response to wildfires. The CWPP, included below, is the primary tool that communities and stakeholders should use to prepare for wildfire. It contains all of the scientific data in one place and offers a plan that communities can customize to their area’s specific needs.
Hazard Specific Annexes
These annexes augment the Basic Plan by providing the unique nuances each hazard brings. AEM is currently updating or writing other Hazard Specific Annexes. As they are completed, they will be added to this page.
Functional Annexes
The All-Hazards Protective Action Plan provides guidance for things like: Evacuation, Shelter-in-place, Community Refuge Areas, and Temporary Assembly Points.
After-Action Reports
CRISP provides status updates on recommendations from After-Action Reports and Corrective Action Plans (CAP) that are created after a major emergency occurs in Austin and Travis County. The AARs and CAPs examine the preparation, planning, and response to emergencies. This information is reviewed so that Austin-Travis County can gain a better understanding of what worked well and what can be improved upon to provide timely critical services to residents during significant emergency events.
