APO Recommendation for Case #2025-01049, Officer Phillip Sparkman

In response to the internal investigation into Officer Phillip Sparkman, Austin Police Oversight (APO) recommends Officer Sparkman be suspended indefinitely. The investigation found that Officer Sparkman refused to leave a residence when ordered and was arrested, displaying noncompliance during the incident. The review concluded that his actions violated the Austin Police Department's (APD) policies and damaged the department’s reputation. APO also notes that Officer Sparkman had previously been suspended due to an earlier arrest for driving while intoxicated.
