Indefinite Suspension of Officer Phillip Sparkman

Chief of Police Lisa Davis determined that Officer Phillip Sparkman violated Austin Police Department (APD) policies and suspended him indefinitely, effective May 11th, 2026. An Internal Affairs investigation found that he violated APD policy on acts bringing discredit upon the department in an incident involving the Round Rock Police Department (RRPD). RRPD Officers responded to a disturbance call and described Officer Sparkman as non-compliant and belligerent. He failed to comply with lawful orders, passively resisted, and communicated unprofessionally.
