East 6th Street Public Improvement District

Overview

At the request of property owners, the East 6th Street Public Improvement District (East 6th Street PID) was created in 2004 and reauthorized by City Council in 2009, 2014, 2019 and 2024, as permitted by Chapter 372 of Texas Local Government Code. East 6th Street PID is a type of special purpose district that allows property owners within a specific geographic area to enhance services and public improvements to benefit properties within PID boundaries.

The East 6th Street PID spans the East 6th Street corridor from Congress Avenue to I‑35, covering the area roughly between 5th Street and 7th Street. Within these boundaries, the district includes the north–south streets that intersect the corridor, including Brazos, San Jacinto, Trinity, Neches, Red River, and Sabine Streets.

Management

Since its inception, the City has contracted with the Pecan Street Owners Association doing business as 6ixth Street Austin to manage the PID. On August 29, 2024, City Council authorized staff to execute a management agreement with Pecan Street Owners Association to manage the PID from 2024-29 for a total contract amount not to exceed $420,000.

PID Authorization: 2024-29

Following requirements in Chapter 372 of Texas Local Government Code, authorization began with a petition from 58 property owners whose parcels had a taxable value of 52% of the total taxable value of the East 6th Street PID. The City Clerk certified the petitions met state law. Council conducted a public hearing on September 12, 2024, and approved Resolution No. 20240912-074 re-authorizing the East 6th Street PID from 2024-2029 and designating 6ixth Street Austin as its advisory body. Notice of the public hearing was published in the Austin American Statesman and mailed to all East 6th Street PID property owners 15 days prior to the hearing, as required by State law.

Assessment Rate and Property Roll

East 6th Steet PID costs are based on an assessment rate of $0.10 per $100 on the value of the real property improvements below $500,000 as determined by the Travis County Appraisal District. Property used as hospitals, schools, religious organizations, charitable nonprofits, public facilities or homesteads are exempt from assessment. Rather than paying an assessment, the City of Austin contributes $35,000 annually for City-owned properties within PID boundaries.  Private property owners within the district pay the majority of assessments that fund the benefits of the PID.  No bond debt can pay for PID projects as the PID is prohibited from issuing bond debt.

Sale of Real Property within a PID

Anyone who plans to sell or convey real property located in a PID must follow written notice requirements outlined in Texas Property Code Section 5.014 – Notice of Obligations Related to Public Improvement District.

Annual Funding

To have time to collect assessments from property owners to fund East 6th Street PID services, 6ixth Street Austin’s fiscal year (April 1-May 30) lags the City’s (October 1 – September 30). Pursuant to Chapter 372 of the Texas Local Government Code, Austin City Council must approve annually the PID assessment rate, property roll and 6ixth Street Austin’s proposed Service and Assessment Plan and Budget. This section provides information on current Council-approved rates, rolls and plans.

Fiscal Year 2026-27 (April 1, 2026 - March 30, 2027) 

The governing ordinance with property roll is Ordinance No. 20250605-029.  The FY2026-27 East 6th Street PID Service and Assessment Plan and Budget totals $84,775, including $7,747 in City and Travis County administrative expenses adopted by Council in Ordinance No. 20250724-139.  Council included the East 6th Street PID budget in the City’s approved budget on August 14, 2025.
