Mueller Redevelopment

Overview 

Mueller is the redevelopment of Austin’s former Robert Mueller Municipal Airport. At just over 700 acres, Mueller is a mixed-use and mixed-income community that delivers many community benefits centered around sustainability, affordability, and economic development. 

A clear community vision emerged for the Robert Mueller Municipal Airport site in 1984, calling for the creation of a compact and pedestrian-oriented, mixed-use community. Formally adopted by Council in 2000, the Robert Mueller Municipal Airport Redevelopment and Reuse Plan, laid out the community vision and goals that remain today– a vision to create a vibrant mixed-use, mixed-income community, with residential neighborhoods, parks, retail and offices. 

The award-winning public-private partnership between the City of Austin and Catellus Development Group was the result of hundreds of public meetings and collaboration between the City, its consultants and community stakeholders. Banbury Development is the current development manager for Mueller.   

Mueller has become a model for responsible urban planning and development and has resulted in a community that is compact and pedestrian-scaled, supportive of transit and compatible with the surrounding fabric of single-family neighborhoods. Mueller Master Development Agreement

The Mueller Master Development Agreement (MDA) was unanimously approved by Council on December 2, 2004. The MDA outlines the obligations for both Catellus and the City regarding the Mueller redevelopment.

Council Amendment

On May 30, 2024, the Austin City Council unanimously authorized the execution of an Amendment to the Mueller Master Development Agreement. 

The Amendment included the following revisions: 

Review the entire Amendment  and the details of the Council session (Item 11).

  • Change the MDA termination date to December 31, 2027
  • Reset calculation of annual required property takedowns based on remaining acreage
  • Extend amount of time to prepare final project accounting
  • Adjust Catellus and City administrative fees to complete the MDA obligations

Semi-Annual Reports

The MDA requires Catellus to provide Semi-Annual reports related to the development. Catellus provides annual updates to the Robert Mueller Municipal Airport Plan Implementation Advisory Commission (RMMA PIAC) on Affordable Housing and Minority and Women Business Enterprise (MBW/WBE) efforts and results to date. Mueller Planned Unit Development (PUD) Ordinance

Development at Mueller is governed through Planned Unit Development (PUD) zoning. The initial PUD zoning for Mueller was approved by Council in August 2004. Since then, there have been three Amendments to the Mueller PUD that were approved by Council.
