About the program
The Construction Training Program (CTP) fosters training in the construction trades to develop a pool of qualified, ready-to-work skilled and semi-skilled workers, and to provide economic opportunities to City citizens.
Participation in the program is required for all City construction projects with a budget of $500,000 or more as outlined in Section 00840 of the contract. A lack of demonstrated reasonable effort to comply with the CTP will reflect in the General Contractor’s Contractor Performance Evaluation and may impact future business opportunities with the City of Austin.

Trainee requirements
CTP trainee requirements are based on the total solicitation value of the project as outlined below:
- $500K - $2.5M: 2 Trainees
- $2.5M - $5M: 4 Trainees
- $5M - $10M: 6 Trainees
- Above $10M: 15% of the workforce based on a labor forecast, or a minimum of 10 trainees, whichever is greater
How to meet the requirements
The General Contractor (GC) is responsible for meeting the CTP requirements, but can require their subcontractors to assume all, or part of the requirement. The cost associated with meeting the CTP requirements should be included in the General Contractor’s bid/proposal.
- Prior to the receipt of NTP, the General Contractor must submit the initial training plan detailing how they intend to satisfy the CTP requirements.
- The General Contractor must submit monthly training reports outlining the total number of hours worked by each trainee until substantial completion of the project is met.
Depending on the total solicitation value, requirements can be met by doing one of the following:
- Determine if employees are currently enrolled, or graduates of a Department of Labor training program.
- Enroll current employees in a Department of Labor training program.
- Augment current staff with personnel from the approved Pipeline Organizations.
- Upskilling current employees with training provided by the approved Pipeline Organizations.
